Cold War II would require a nation that has a chance. At least the former Soviet Union for as inefficient as it was did have an economy that was somewhat close. Russia isnt even close. Cold War II will probably be fought between China and the United States.

Everyone spies on everyone else, very little is secret, and why should we be amazed that Russia is spying on use and we are spying on the Russians.

This. Although Russia still has a strong military, its economy is in ruins and all levels of government are infested with corruption. By itself, it is not a major opponent.
On the other hand, China is well-organized, the leadership is very intelligent and strong-willed, its economy is booming, the military is strong, and their population is many times the size of ours. China is a real threat to our position in the world.
