In all such cases light is presented as a form of electromagnetic radiation. In this case UV is presented in a trace amount in the cold lights. Although it may not be labelled as such a manufacturer is not required to put this piece of information on the packaging if it is less than a certain amount.
As I understand, flourescent lights are termed such because the gas inside emits a lot of UV radiation, which hits a coating on the inner surface of the tube, causing it to flouresce in various wavelengths. As for how UV CCFL tubes are made, maybe they just have some sort of filter in place to "tune" the frequency of the emitted light.
