Cold Boot problem, please help (

I built a new rig about 2 months ago (P4 2,4B, Hercules 9700Pro, Innovatek Watercooled, 512 Pc3200 C2 from Corsair). Everything went fine, I was running at 164 FSB with 1,6 VCore. Yesterday I had to open the case to fill up the watercooling and from that point the system would not boot at 164 FSB, only at 162 ( I even had it running at 170 for some time at 1:1 ratio) when I switch the system on, nothing happens. After going to 162 FSB the post screen comes up, but then I get a blank screen. After one reset Windows XP boots normally and everything runs fine. At least until I turn the computer off and want to turn it on again. I got no idea whats the problem, please help!
 
Uh oh , that sounds about right. Any help please? Thanks allready for naming my problem, makes things easier)
