coding and building an external controller for a software video editor

Hi,

I'm building a tangible user interface for editing video this summer. The interface is a table where a projector displays video on 'tokens' that are used to edit, sequence, and preview video.

My question here is to anyone with experience coding for non-linear video editors or other video editing experience. I need to find a good NLE to build a plug in for, or other API. Instead of coding all the video capturing, cutting, editing stuff from scratch I'll try and use exisiting software to build off of. Does anyone have a suggestion of software to use for this purpose? I am looking at Ulead, Avid, Zwei-stein, roxio, and possibly iMovie (if I can convince my team to work on mac).

some requirements of the software:
- well coded with support for developers
- extra functionaliy not needed, our system will perform only basic editing tasks
- price not an issue
