COD4 on PS3 - How can you become the host?

Is it the first person in the lobby that automatically becomes the host?

I noticed for a little while last night that I seemed to be having some serious lag, nothing I did ever seemed fast enough (knife stabs, shooting). On my screen I always seemed to be quick enough (at least as quick as I had always been in the past), but I died almost every time and when I watched the death replay I never actually did what I saw myself do. Finished about 4-5 rounds with only 2-3 kills (compared to my normal 15+). Even kept switching lobbies after each game to find something less laggy, no luck.

After switching around for a bit, I finally became the host and it was a night and day difference. I was getting my best rounds ever, 28 kills, 32 kills, even had a 35 kill round (while second place was usually half of what I had). Checking the score screen, I could tell I was the host due to my 4 bars, while everyone else had 3.

So, my question, how does one become the host?
 
I don't have the PS3 version, but the Xbox 360 version picks the person with the best Internet connection.
 
As others have said, host perk is the best in the game. =)

Xbox live may claim it's the best connection but it sure seems random. I've been in plenty of games where the original host dc's and the new one gives a 2 bar lag fest for everyone.

Very apparent when everyone but the host is located in the states.
 
This is my main complaint about COD 4. It is very random. Some times I will have 20+ kills and other times I will be below 10. I would have to strongly agree that the host does have a major advantage over the rest of the players. I believe this was a big problem in Gears of War as well. Hopefully at some point they can figure it out so the host doesn't run all over the other team.
