My roommate and I both play Call of Duty 4 on xbox live. We both have unique accounts. If I buy the map pack with my username, can he also use the maps if it is the same xbox?

It may work like everything else. As long as the maps are on the same console you purchased them on, then anybody should be able to use them. However, if you ever move your hard drive to another 360 (which includes sending it in for warranty work) or have to download them again on another hard drive, only the person who is signed in and bought them can use them.

That's just speculation, though, I really have no idea. That's my best guess, though.

What do you mean by 'everything else'? In rock band if the person who bought the DLC isn't signed in to play then you don't have that DLC. I can't imagine CoD being any different.
