Co-worker wants to have a web page but doesn't want to learn code - what are her options, if any?

Is there a utility, or a template, that she can get, to just fill in info and post it online?

I think Yahoo/Geocities sites have templates that let you just enter info. The templates don't look half bad either.

You said she doesn't want to learn to code. What does graphics design have to do with coding?

Why does she want graphics anyways? Templates just look cheesy and stupid anyways. Webpages are about information, put useful or interesting information on a webpage, and voila, it doesn't matter how it looks, people will come. :)

I'm a fan of super-plain white bg/black text webpages myself. KISS (Keep it simple stupid)
