You can use some other company's qualification tool if SBC doesn't have a good one. Covad or Speakeasy for instance. They'll tell you your distance, which should be the same as SBC's since they share the CO (and Speakeasy just uses Covad for service). Whether you get the "right" connection speed, I'm not sure what you mean. The distance will define a maximum speed qualification, and then you can get service at any speed up to that. The actual performance on the line can vary quite a bit due to line quality, which combines with distance to determine actual throughput. A low quality line at a very short distance can still result in crappy speeds. But that can be cleaned up usually if needed.
