Clouds height

A girlfriend went to Sweden and stayed there for about a year, one of the things that she always asked me was if I knew if the clouds in that latitude were closer to the ground than in Los Angeles, Ca; that is just her impression but I would like to answer that before she leaves again, does somebody knows something about that?
 
There is alot of factors effecting cloud heights. But the first that comes to mind is the ground elevation itself. I would imagine that is is higher than California...at least the coastal areas, and that in itself would reduce the distance between them. There is a myriad of other factors involved, but that would require a course in meteorology to cover.
 
There are different types of clouds, different temperatures, different onshore flows, different levels of precipitation, pollution, etc. Given that Sweden is in the north atlantic, I'd expect temps to be lower, explaining the marine layer.
 
As far as I have read I think that because of lower temps the clouds condensate at lower altitude, but I?m not sure.
