Yes, but I think he believes things must actually live in the sky, by virtue of the fact that things live on land and in the ocean...you know, two types of matter that actually provide a substrate for life.

Granted, the air provides an avenue for all sorts of microorganisms to pass from one place to another: many air-borne critters can survive, free-floating, for a very long time....but I can't think of anything that actually lives an entire life cycle in "air."

Well, what if things were of such low density/weight that they could remain above certain pressure gradients? Much like things float/live on the surface of water, there are density/pressure boundaries in the atmosphere, which is what enables different cloud formations.

Of course, there is little support for life at the upper striations of atmosphere, but... what if man, what if? 😀
 
Well we know they're out there now, because video.

And they brought nimbly looping insects with them to ferry intel between the ground and their ships/amorphous lifeforms in the sky. Hell, the ships could be alive, a la Moya the Leviathan class ship of Farscape.
 
Exposing them is a problem. As soon as the Perfect Perfects and the Know-it-Alls catch on they will find ways to rub these creatures out.

Yes, as we did the faeries, the svartalfs, the trolls, and the giants.... muwaahahahahaha.
