I've noticed this at the bottom of a few big posts summarizing them.

My question is who is cliff? Is he a moderator? or is this some kind
of common phrase?

Cliff notes are a series of books that others have taken and rewritten into much longer books. Cliff notes are more informative that the newer, longer books.

Cliff notes = notes on books summarizing the plot, giving character summaries etc in a clear concise way. Used by lazy students who don't want to, or are too dumb to read the whole book.
