It's the law here in Oregon, it's never been legal for me to not wear my seatbelt (I was <18 when they changed the laws to include those over 18).

I don't feel right riding in a car without my seatbelt, whether I'm driving or a passenger I always have my belt on. I don't even like driving in a parking lot without it.

heh, actually the only part of my statement that was true, was the third.... the first is only sometimes true. 😀
 
We live in Virginia and there is a seatbelt law. We get the "Click it or Ticket" commercials too. 🙂 I always wear my seatbelt. (I just feel weird if I'm not wearing my seatbelt.) I just moved from California and there is a seatbelt law over there too.
