Cleaning Processor Before Seating HeatSink?

Okay, I?m a Newbie. So I finally received my $1000 worth of parts. I put my power supply in my case, hooked it up to an outlet and made sure the PWS is off (0 position). I have my motherboard laying on an Anti-Static bag, and have the processor (Athlon 64 3200+) laying in it's home. I see some weird residue and a piece of lint on the processor. Should clean it with rubbing alcohol? Get a swab and just little clean it?

I usually use 70% rubbing alcohol on Q tip...and then apply my thermal paste after air drying
 
I use 99% (from a drug store) and a q-tip... my experience dictates at least 2 tries to get the TIM at the right thickness(thinness)
