You mean vs. 99%? Yes.

But use for residue only. If there is a thermal pad on there, scrape the majority of it off with a credit card first, then use GooGone for the remaining, then alcohol.
 
I use lighter fluid (Ronson/Zippo - naphtha) instead of GooGone, but otherwise the same. Use a plastic tool for initial scraping to avaoid gouging HS. To prepare HS for Arctic Silver products it is recommended to use acetone for the final step instead of alcohol (generic nail polish remover can be found that is 100% acetone). Be careful with acetone - it is HIGHLY flammable and a very harsh solvent.
