Sure. I just clean my glossy panel with hard water and Kleenex. It's always been fairly squeeky clean although I bet you could achieve better results with very thin cloth and soft water.

Yeah turning it off is a good idea just because water can damage electrical components. I think you should be able to start cleaning immediately after turning the LCD off. There's no reason you should have to turn off your PC.

I think i've seen this same question asked 200 times over the years i've been on AT, & everyone who uses Monster Cleaner agrees it's fantastic.
Yes, i personally use it. No, i don't recommend Monster cables, but their cleaner = teh bestest.
