I wonder how much is about the hardware and hardware drivers and how much is from the game software side.
More powerful hardware also means one can make a game not as well coded and save the money that would go towards more and/or better developers.
How long has DX11 and DX10 have been out and the difference to DX9 isn't world shattering.
