Nothing changes for any DDR technology, DDR1;2;3;4;5;6;7;8;9, CL means the exact same thing for all of them.

CL is based on clock cycles and so ddr-800 @ 4 has the same response time as ddr-1600 @ 8

Ok, had my first "wikipedia sucks moment". 🙂

Confusing sentence:
"DDR3 latencies are numerically higher because the I/O bus clock cycles by which they are measured are shorter; the actual time interval is similar to DDR2 latencies (around 10 ns)."

It's not that a bus cycle is shorter with DDR3 but it the RAM is faster?
So DDR2 1066 PC2-8500+ at CL5 is faster than DDR3 1066 PC2-8500+ at CL7?
 
What changed in DDR3 that makes ddr3-1066 chips inable to operate at 5s, yet we can get DDR3-1600 down to 7.5ns @ 6s...

I would think it's quality of chips manufactured.
Is DDR3 7.5 not fast enough for your applications?
