That's what I was saying. You really only need BTS. Buying Civ 4 vanilla and Warlords doesn't make a bunch of sense if BTS is the better version. And you can buy that for $20 already. You are getting Colonization free with this deal though.

BTS does not include Civ IV, simply because BTS in on one CD and CIV IV has two CDs. But I think steam version actually provides you with full Civ IV install along the BTS.

For everyone jumping on this deal I highly recommend heading over to the Civfanatics forums and checking out the resources there. BUG mod gets a huge thumbs up for me for improving your management potential, but there are several other interesting things over there as well.
