It's a bridge as in, "Hey! We're bridging your network with our shoddy equipment."

So yes, I would say they are saying 'fuck you' but not directly.
 
I prefer the old Cisco logo tbh. IT had a better supsension bridge look, which I guess reflects the golden gate, as Cisco is based in San Francisco.. hey, never even realized that till now: San Francisco. 😛
