paint it as suggested. Smoke is hard to get rid of if the person really smoked a lot. I moved into an apartment where the previous person smoked. Even though it was re-painted and had new floors I could still smell it. Turned out to be two places, the air ducts, which I had to vacuum out and cover with charcoal filters on the registers , and the ceiling fan had not been cleaned good so every time it was used it spread that smell.

new carpets, curtains and any other remaining upholstery, new paint, clean vents that should do the trick.

The grossest thing is working on a smokers PC.

The hotel I used to work at called their smell remover an "O-zone machine"
