CIA shuts down its secret prisons

The US has stopped running its global network of secret prisons, CIA director Leon Panetta has announced.

"CIA no longer operates detention facilities or black sites," Mr Panetta said in a letter to staff. Remaining sites would be decommissioned, he said.

The "black sites" were used to detain terrorism suspects, some of whom were subjected to interrogation methods described by many as torture.

President Obama vowed to shut down the facilities shortly after taking office.

The Bush administration allowed the CIA to operate secret prisons on the territory of allied countries in Eastern Europe, Asia and Africa, according to media reports.

During his first week as president, Mr Obama ordered the closure of the black sites, as well as the prison camp at Guantanamo Bay, as part of an overhaul of US detainee policy.

Key issue

In his letter, Mr Panetta also stressed that the CIA no longer employed controversial "harsh interrogation techniques", like "waterboarding", or simulated drowning, which have been widely condemned.

"CIA officers do not tolerate, and will continue to promptly report, any inappropriate behaviour or allegations of abuse," he said.

He also announced that the CIA was no longer allowing outside "contractors" to carry out interrogations.

But the CIA retains the power to detain suspects "on a short-term transitory basis".

The BBC's Kevin Connolly says Mr Panetta's statement has an impressive ring, but the CIA's secret prisons may never have been elaborate affairs in themselves and decommissioning may be straightforward.

The key issue for the Obama administration, our correspondent adds, will be its policy towards suspects who fall into its hands, not the buildings in which they are held.

I think this is a great start to erasing the stain left behind from Bush's presidency. It's funny how the right who rail against Obama for being a fascist hell bent on enslaving all of America aren't cheering this at their so-called 'tea parties'. I highly doubt we'll hear a congratulatory note from Glenn Beck.

Also, that huge prison they are building in Afghanistan (Guantanamo 2)....

Just because it isnt secret, doesnt mean they arent going to hold people without charges.

but how long would it take for your new congress to get corrupted? There will always be people out there who take advantage of any system...pretty soon they will spoil it for the rest of us...

Personally, I don't think soldiers of any sort (CIA included) should be charged for following orders, unless significant charges are first placed on those who made those orders.

Interesting that you have no problem punishing the little guy doing his job and what he is told is his duty. I felt the same exact way about Abu. The lesser officers were the ones who the hammer fell on; not the higher ups that encouraged it.

Yup, an announcement on things uncovered always changes ALL instances, even those not uncovered. :D

BTW, the CIA are doing good, i'd rather have them on that list than the "regulatory agency" by which i assume you mean and expansion of NSA (which, as we both know needs to drop the N from that name because it's not a national agency at all)

Well, to be honest, I would need to pencil in the CIA somewhere... perhaps under Defense. An Intelligence apparatus is critical to national security and national defense, so I believe it would still fit in with the visions of the founding fathers... but, otherwise, nothing there should shock you. I've always desired and called for a much smaller government than the overbearing and overreaching monstrosity we have now...
