We’re currently investigating an issue related to the forum theme and styling that is impacting page layout and visual formatting. The problem has been identified, and we are actively working on a resolution. There is no impact to user data or functionality, this is strictly a front-end display issue. ChromeOS is Linux based yes. Because it's commercialized though they got it locked down pretty good. It's not like ChromiumOS were you can compile it from source.
Windows programs will not work on ChromeOS. I also believe Wine will not work on ChromeOS so that makes emulation difficult as well.
EDIT: Doing a quick search it appears that Wine can be used on certain Chromebooks running an Intel cpu and using developer mode. Obviously doing some more research would be a good idea if you intend to try and run Windows programs on a Chromebook.
