Maybe. I'm not going to judge the parenting skills of the house without any details though, I guess I stick by my hometheater suggestion because I really enjoy mine.
 
Well, one good way to start your list would be to think about what you want, and add those things to the list. Is it your wishlist or ours? 😕

I really don't think that it is jealousy. I am under the assumption that he believes it is ridiculous for someone to get a $5,000 reward for getting two A's and two B's.

I don't know... if his parents are millionares or something, it would make sense to me. Instead of just getting him everything he wants whenever, they give him really big birthday/christmas budgets based on if he meets certain goals?

I'm not for or against it really, I'm just not deciding outright that this is a terrible idea or the OP is spoiled or his parents are doing a bad job.
 
He has done well. His parents have given him some £££ for good grades.

When I finished Uni I was the first in our family to complete Uni. My parents were really proud. I got a holiday to Japan, then to HK and a £5k for a car. I spent £600 on a car and £765 and saved the remaining £3.5k. That isn't too far off from the OP but admittedly I did not get this every year 😛 and it was a one off for passing Uni.

That is different though. Being the first in the family to graduate from a University is a huge deal unlike what I'm reading form the OP's post that sounds more like, "Yay, I did good in one semester so my parents gave me 5K to blow".
