what's Chomerics?
 
that is the TIM (thermal interface material), better known as the pink goo (pink pad). it's ok to leave it on but a lot of people scrape it off and use a good thermal grease (like arctic silver). you do have to use one of the two options though
 
That's one of the better thermal pads (at least it's not just some frag tape stuck on the bottom) if you won't be overclocking I wouldn't worry about it and just use the chomerics TIM but if you remove the pad and use Arctic Silver thermal grease it will definitely do a noticeably better job if you plan to overclock..
