chinese satellite dish

I used to know this dude who got a little 3' satellite dish that only received one channel, and they were speaking some Chinese language.

Do they still use such 'advanced' technology? I've been noticing a few similar looking dishes around my neighborhood.

I believe the Korean people that live down the street from us have this setup. The dish is much larger than my oval Directv dish, plus they don't speak a word of English.
