Maybe that's a ticket agent or manager who is pissed because that isn't even his job but the loaders ALL called in sick so he's stuck with it.
 
Someone on YT made a good point:

This doesn't even make sense from a lazy standpoint. He's just making MORE work for himself. Unless, somehow, it's ok if ~50-60% of the packages just DON'T make it onto the plane, and no supervisor or manager seems to mind?

He's going to have to jump down, pick up all the boxes that fell off the conveyor, thereby adding two to three times as much work and time.

He's either doing it deliberately as a grudge/tantrum, or is borderline mentally retarded.

Well, it's not like a retard would have any chance of delaying flights in a country of 1.3 billion people.
