I am, and China has no idea how to build a jet engine. They currently buy their military engines from Russia. Although, GE did agree to put in a CF34-10A (commercial engine) final assembly plant there a few years back, but there isn't much you can learn from doing final assembly that you couldn't learn from doing engine overhaul.

Considering we give export licenses for everything, it is probably just a matter of time, though.
