Any power not explicitly listed as a power of federal government is reserved for the states and people. Do any of you take american history? Federalism has begun to change the idea that the constitution is there to limit the powers of government, when in fact it exists to DEFINE the power of the federal government with EVERYTHING else reserved to the states and people. If it isn't expressly mentioned in the constitution as a power of government then it is explicitly denied to the federal government. If you want to give the fed's power over our education system you should tell your representative to propose an admendment to the consitution. Otherwise the federal piggy should stay the hell out of what is a state issue.
