Can't really comment on Bush's plan as I haven't read anything about it, but this kinda threat(not necessarily Bird Flu, but a global pan/epidemic) is certainly worthy of taking seriously. Vigilance on these matters is certainly a good thing and government funds towards R&D for thrwarting such an event is money well spent, although that depends on how the money is spent.

I, for one, plan not to get vaccinated against the bird flu. I'm not putting some zero-liability drug company experimental vaccine into me and getting sick from that. I'll take my chances ... and chances are, I'll never get the bird flu, nor know anyone who had it. This is all a bunch of fearmongering. Anything to keep the population frightened and not thinking ... and if a big campaign contributer gets more tax money, all the better!
