I keep on leaving carbon with only 3 bonds and only 7 total electrons. If I try a double bond with Cl then it has 8 val when cl is suppose to have 7.

Is there an extra electron I didn't put on it? I have no idea what can be the right one.

So I call you out atot chemists. Could you help me?

That isn't a compound as far as I know for the reason you are stating.

CH3Cl is common. CHCl3 is chloroform AFAIK.

I'm no chemist though.
 
Clorine will not double bond... except under extreme circumstances...

Also could be CH2Cl2 which is Dichloromethane

 
As a general rule, Carbon will be making 4 bonds.
Yes, I'm counting double bonds as 2.
As stated above, this is more than likely a typo of some sort.
Unless you are drawing a radical, but I don't see this as very likely.
