Checking a valid COA.

Is there any way to check to see if a COA is valid and never before used? I was thinking of buying some software for my mother for Christmas, but I plan on having it mailed directly to her. Can I check the numbers online to see if it has been used before? I am not buying from a retailer, and this is why I am asking.
