unlike most rice spoilers that either lift the wheels up at speed, or act like a giant drag chute, that one actually creates useful downforce at speeds greater than 100mph.

Nothing, just not what you see everyday. Govt tends to buy domestics.

Most states give their troopers the option of using a car they supply as their patrol car. It has to meet all state standards for safety of course.
