Not the same item at all!  Completely different purposes.
The whistling sound you hear is the turbo charge working.  The louder noise you hear when he shifts is the blow off valve.  Not all turbo charged cars have a blow off valve, but they all should 
  
Soy's primer on a BOV:  You're cruising down the track at 20 psi of boost.  You go to shift and let off the throttle.  The throttle blade closes.  You've now got 20 psi of boost in the intake with no where to go, the turbocharges blades get a nice harsh load on them from this backpressure in the intake.  This is known as stacking.  Not great on the turbo's bearings and it slows the blades down.  If you had a blow off valve, when you let off the throttle this little valve in the intake path would open and vent that 20 psi to the atmosphere.  When you get back on it the valve closes.  This time though the blades weren't slowed suddenly so it was gentler on the bearings.  As a bonus since the blades didn't slow as much its going to take less time to spool your turbo back up to full boost.
