Sometimes my isp speed go down and sometimes go up? How can I check that slow speed is fault of my isp or from my system.

Speedtest requires flash. Just saying.

Some of it depends on what type of service you have. If DSL, you usually have a dedicated line to the ISP. If on cable, you will be sharing bandwidth with all others on your segment. There are times of day when things slow down - just like rush hour on the freeway.

Yes it's true probably you are using shared internet that is why you faced such problem. Contact your ISP and confirm about your connection. speedtest.net is great source to check bandwidth
