Cheapest way to get web video on a tv (including flash)

My parents watch a lot of ethnic shows via the web (some youtube, mostly weird indian flash heavy sites) and I thought a chromecast would be a nice way to get video on their tv. Unfortunately their 3 year old computer chokes on it (uses underpowered amd chips) so that option's not going to work. Any other suggestions? Do those android sticks have the horsepower for flash? Is flash even supported on android anymore? Any other option? They don't own any ios devices so airplay's not going to help (it's what I use myself)
 
A 3 year old computer maybe 'advanced' enough that flash is capable of video acceleration on it. Some things to try:

- close every program, including your anything in the tray icon that you don't need
- update your video driver, but close all the junk programs that it may come with
- use Chrome with the Ghostery plugin as your browser. Ghostery removes ads/trackers.
- Enable HTML5 support instead of Flash in youtube at youtube.com/html5
