Cheapest liquor i have ever seen by far was a liquor store near the california oregon borders right on the coast. I got a 2 liter of bombay saphire for 28 dollars.

Sam's Club has the 750ml bottles for something like $23, I believe. I just saw it yesterday but wasn't buying any so I wasn't paying too much attention. My friend did comment on it being relatively cheap, though.

Also, I've heard you can buy liquor at Sam's without a membership. I don't know if that's true or not but I've heard it from multiple sources. I'm a member so it hardly matters to me but, well, it could help you out.
