Cheapest broadband solution

I'm considering getting a stand alone dsl line from qwest (lets you get dsl without having a telephone line). Basically, I just want the cheapest broadband connection I can get. Does anyone know if the taxes and fees for a dsl line are comparable to a normal phone line where your bill basically gets doubled, or is it very dependant on the area. In Eugene, Or if that helps. I do have a phone line right now, but it is exclusively for dial up internet, and the speeds are really getting to me. I'd appreciate any insights/suggestions.
 
For prices at your specific location you'd have to call the carrier and just ask them what the extra fees are. They different for every carrier and in every market..
