cheap sound card..

Due to my brothers' dogs knocking over his computer, his front audio panel ports are finished and today he was having some trouble with the motherboard's audio ports with his headset. The MIC would work off and on. Need something cheap that will just give him new audio ports.

Cheap sound cards give the same audio quality as on-board right? Or can they actually be worse?

I bough one off of ebay last year to replace one on a 10 year old PC for like $3, shipped from China, its supposedly a 7.1 card, works great, never had any problems. Driver CD that came with it was a waste, I had to find my own.
 
Why not just buy a new case? The motherboard ports are probably just oxidized a little; DeOxIt D5 will cure that.
