If a pc is going to be used for regular stuff like email/web/programming etc; so it doesn't need to be fast, what's the cheapest you could get the tower for? (with a custom build). I assume a Dell might be better but I'm interested in seeing how much a custom build costs.
I was thinking along the lines of E1200, Integrated graphics etc; but I can't get anything on newegg to be less than $400. (for the tower alone). I feel like such a n00b.

Why don't you try piecing together something yourself ? Then you'll see your initial assumption that a Dell would be better was right. You could probably do it cheaper btw, but it's not going to compare qaulity wise. Unless you ofcourse like flimsy cases, psu's that blow up on you, hdd's that are dead on arrival and ECS mobo's. Then by all means, go ahead and build a cheap tower yourself... Besides that, for the same price you can build just a tower, dell can probably throw in a decent 19" monitor.
