I am looking to buy a Samsung 226bw 22" for my new build. Everything is nice (DS3, 2gb ram, OC'd E4300 etc.) except since I am tight on cash it was a choice between getting the monitor and waiting to get an 8800 or vice versa.

I need a cheap (I'm talking $30 shipped) graphics card that will be able to handle the 22" LCD at native res and hold me over (no games obviously) until I can get some more cash. Is there any reccomendations for such a cheap card or is it just not reasonable to expect to be able to get something at that price?

Your best bet is to go to the FS/FT forums and post what you are willing to spend and what resolution your LCD is native and see what folks offer. As for anything new, I honestly do not look at anything under $30. Maybe a used 6600 can be had for $30ish??

Not a great performer by any standards, but it does have the AVIVO features..
