I was looking for a cheap video card used mainly for 2-d applications. I was looking at the ATI xpert 2000 pro 32MB at newegg but wasn't sure if it had good 2-d quality. Would a voodoo 4 be better? I don't really want to spend more than 60 and preferablly under 50 bucks. Does the Radeon Le have better quality than the xpert 2000 pro or the voodoo 4? What else do you think has good 2-d quality?

Try looking into the Matrox line of cards.
The Permidia series of cards are also good for "content creators"
Also note the cards above stink when it comes to 3D gaming.

I think a Radeon VE would be a good all-around choice.
Dual monitor support, good 2d, acceptable 3D, nice price.
Go with the LE for single monitor apps.

I've never really compared the quality of videocard side by side and I really don't know, except my friend has a GF3 and my ATI Xpert98 produces just as high quality text, webpages, and photos as his card.

ATI Xpert98 kicksass! Even if I had an extra VisionTek GF3 on my desk, you can't pay me to install it, because I love my current card.
