Where did you see it listed that this offer is only available in the states you listed in parenthesis? I couldn't find anything in the Rules and Regulations Handbook to indicate that you had to live in the same state as a branch office and the state dropdown on the application lists all 50 states.

these are the states they have branches. I am not sure if you can join if you don't live in one of those.

I read it on FW forums (either Hot Deals, Finance or Deal Discussion) it was CitiBank deposit $1500 get $150 free. It would be $300 since my wife and I are applying for individual accounts.

The deal may be dead by now.
