LOL, no. Charlotte could benefit if it attracts more people and economic investment. Bad in terms of environment, urban sprawl, congestion, etc.

edit: Atlanta has long been considered a haven for blacks and it seems to have done well in the past few years.

That's a good point. While it might benefit blacks to move to a city where they have a better chance of success, there will be a lack of cultural diversity as opposed to if they moved to, say Salt Lake City. (I'm just guessing that SLC is not ethnically diverse.)
