"Charging cable" rapidly DRAINS power?

I don't know what's going on here. I've got a charging cable, that I've used for months, hasn't been yanked on, that I know of.

It's plugged into a powered Orico 10-port USB3.0 hub, that is plugged into my Windows 10 64-bit PC.

I plugged my phone in last night, it had a 22% charge when I plugged it in, when I unplugged it, it read 15%.

Just now, I was at 15%, and plugged it in, and it went, 15...14...13...12%. I then unplugged it.

It seems like once "charge mode" is activated, the phone battery was powering my USB3.0 hub? WTF?

I unplugged the power cable from the USB3.0 hub, and plugged it back in, and I switched the charging cable to another port on the hub.

It seems to be charging now, it's gone from 12% to 14% in a few minutes while writing this post. Strange. But it proves it's not the cable.
 
Sounds a bit like the hub was not receiving enough power, so it borrowed some from your phone battery?
