Changing Password on Remote Computer

I have need of a script, or method, whereas a user can change a password on a remote win2k3 server. I know, in winxp pro without fast user switching enabled, it brings up the Lock Computer / Change Password / Shutdown / ETC menu... but many of the people I need to change their password are either using Home edition, or have fast user switching enabled! How do I either get them to the same Change Password prompt, or have a script (VBS or otherwise) that lets them set their password on a remote computer/server?
