Changing Number of File Handles in NT4 Server

I have a friend that works in a small company and she is the defacto network administrator; primarily because she has some brains and will grow into the job. They have some program that needs the file handles set at 99. How would this be done in NT server?
She has full admin privileges.
I have looked and can't find it anywhere.
I will E-Mail her this post, so please be as specific as possible.

This HAS to be a DOS program you are talking about. To set the number of file handles, edit \config.nt and add the appropriate lines. I think it is FILES=99.
