Changing IP settings through DOS?

Is there a way to change a WIN98, 95 PC's IP, DNS and GW through DOS?

Nothing command-line, no. You need to use the GUI. The ONLY way to do something like this would be with registry hacks, probably not recommended unless it's a last resort.
