changing IP address?

I use rogers and i called them up, and they told me the only way I could change my ip address is if i got another network card. So I did, but my xp doesnt recognize the new card as the new one, it still recognizes as the old card. So it didnt work.
Will formatting my XP and re-installing change my ip address?
 
what? Why do you want to change your ip address? And do you mean the one your ISP gives you or an internal network IP. Either way, buying a new network card wont change things. Either you want a proxy server (if you need access to banned forum for example) or you need to change your internal ip in your network connection properties.
