It's rusted on. Put the lugs back on hand tight, then drop the car back off the jack and roll it a foot or two in each direction. Should come off then.

That sounds far too safe. I prefer the lay on your back an kick with both feet at the same time.

Even that is far too safe. What you should do is wrap a chain around the tire and have someone with a truck pull it off at full throttle. Be sure to stand right next to the tire too.

I'm sure he meant to lay underneath the vehicle and kick outwards.

Man hurt as he uses shotgun to remove lug nut
THE ASSOCIATED PRESS
SOUTHWORTH -- A man trying to loosen a stubborn lug nut blasted the wheel with a 12-gauge shotgun, injuring himself badly in both legs, Kitsap County sheriff's deputies said.
The 66-year-old man had been repairing the car for two weeks at his home northwest of Southworth and east of Port Orchard and had gotten all but one lug nut off the right rear wheel before getting frustrated Saturday, Deputy Scott Wilson said.
From about arm's length the man fired the shotgun at the wheel and was "peppered" in both legs with 00 buckshot and other debris.
Wilson described the injuries as "severe but not life-threatening."

No jack, just rest it on a pile or randomly sized rocks.

I have to say every experience of mine automotively has been made worse by the hope of using penetrating oil. I believe it is almost completely and utterly useless. A good rusting will pretty much seal things up and it doesn't get in. I have truly never, ever had anything made better by penetrating oil despite trying it in several different scenarios.Get some penetrating oil - you can buy it for $2 a can under the "Liquid Wrench" brand at most hardware stores.
Spray liberally. Wait a minute. Spray some more. Give it another twist.
I've tried anti-seize but it doesn't seem to help much. Is copper grease a lot better?Just remember to apply some copper grease around the hub before refitting the wheel.

Ok rolling it around a bit with looser bolts did the trick thanks. Of course it being Canada day the only place open is walmart and I'm standing here 4 hours later. Yeah.... 21 bucks is at least not too much though.
