Changing File View

Just reinstalled XP Pro. By default, all files are in the Tiles image. I want to change that to my preference for all files, all the time. But each time I make the change, the OS goes back to tiles view. What's the easy how-to that I'm overlooking? Thanks.
 
Are you saying your file view preferences get reset even after you go to:

My Computer -> Tools (menu) -> Folder Options -> View (tab) -> Apply to All Folders?
